This appears to have been a typographical error for ʉ (close central rounded vowel), though our discussion over at Eloi language determined that that might not be an accurate description of Japanese phonology. Am I understanding correctly? Eighty5cacao 16:56, 13 May 2011 (MST)

I guess you're right. The best phonemic representation is probably /u/, given realizations [ʉ ~ ɯ] that appear to vary per dialect. I probably typed it on a machine without an easily accessible character map app, as a note to self "look up the code point for LATIN SMALL LETTER U BAR".
