"Game Pak chooser" interface for a multicart or a future PowerPak menu

To implement this on an NES, you can lay out CHR RAM as follows and use a sprite 0 split to switch from scrolling cart UI graphics to non-scrolling text.

tile indices what goes there
$040-$0FF 8x16 pixel ASCII font
$160-$17F various UI graphics, such as outline of cart
$180-$1FF 16 Game Pak labels, 8 tiles each

My parents are still alive!
